Why local pages beat one generic page
Google ranks pages, not businesses. A site with a single "areas we serve" page has exactly one chance to match any local search, and it is competing against businesses that built something specific. A site with a genuinely written page per market gives Google something precise to match against a precise query — which is why a local page routinely outranks a stronger competitor's homepage for a city-level search.
The catch is that the pages have to be real. Take one template, swap the city name in thirty times, and Google treats the result as near-duplicate content and filters most of it out of results — the extreme version of which it calls a doorway page, and which can attract a manual penalty rather than just poor rankings.
